The obligations assumed with the EU treaties, to protect human rights as well as the democratic and humanistic values, can not be combined with any kind of economic cooperation being supportive of an aggressor state in a war or being supportive of war preparation. Russia's war against Ukraine shows that it is not possible to cooperate with a dictatorship without rejecting the EU core values and purposes of the EU. This war is also an evidence that the EU needs in the first place a distributed potential of stabilization and security instead of a centralized military force that was imagined in the expectation of a regular army aggression against the EU, but would not be used in the anxiety not to spread the war. The war fought by Russia in a criminal way in contradiction to all norms of human rights protection and against every person within Ukraine's territory, as well as the military inactivity of the EU and NATO member states towards the Russia's aggression, constitutes in combination with the omission by the EU governments to assure means and organization for reception and accommodation of large groups of war refugees, and in combination with the substitute burden of reception and accommodation of war refugees imposed on the EU citizens in Poland and other countries bordering with Ukraine, a direct threat to the economic and social stability of the EU member states bordering with Russia, Belarus or Ukraine. At the same time, through endangering the cohesion of the EU, it can destroy the ability of the EU to achieve the goals specified in the EU treaties. In the result of the long term funding and supporting of the dictatorship in Russia by the EU member states, especially by Germany, it is necessary for maintenance of the EU cohesion to start the EU funding and supporting of the formation and the maintenance in the EU member states bordering with Russia, Belarus or Ukraine of the voluntary territorial army prepared to repel standard and non-standard aggression against civilians, citizens of the EU and refugees on the EU territory, as well as prepared to organize their stay and transport for them. Humanitarian work and civil defence operations assume more prominence in a theatre of war than the front line operations when the war looses its front line characteristic. Legal regulations, equipment and resources for maintenance and training of military units formed and controlled entirely by the units of territorial self-governance, independently of a regular army controlled by the state government, are required to protect the EU territory and to prevent abusing of the EU resources for altering the political and military power distribution in Europe or any other use that would be incompatible with the EU purposes. / Zobowiązania traktatowe UE do ochrony praw człowieka i ochrony wartości demokratycznych i humanistycznych są nie do pogodzenia z jakimkolwiek współdziałaniem gospodarczym mogącym wspierać państwo atakujące w wojnie lub wspierać jej przygotowanie. Wojna Rosji przeciwko Ukrainie dowodzi, że UE nie może bez rezygnacji ze swych wartości i celów współpracować z dyktaturą. Ta wojna jest także dowodem, że UE potrzebuje w pierwszej kolejności rozproszonego potencjału stabilizacji i bezpieczeństwa, a nie scentralizowanych sił zbrojnych, których tworzenie rozważano w błędnym oczekiwaniu, że UE jest zagrożona tylko atakiem regularnej armii, a które obecnie nie byłyby wykorzystywane ze względu na obawę przed rozszerzaniem wojny. Zbrodnicza i sprzeczna z wszelkimi normami ochrony praw człowieka wojna prowadzona przez Rosję przeciwko Ukrainie i przeciwko wszystkim osobom przebywającym na terytorium Ukrainy oraz towarzyszące tej wojnie wojskowa bierność państw UE oraz NATO wobec rosyjskich ataków stanowią w związku z zaniechaniami rządów państw UE zapewnienia środków i organizacji do przyjmowania i utrzymywania wielkich grup uchodźców wojennych oraz w związku z zastępczym obciążeniem obywateli UE, Polski i innych państw graniczących z Ukrainą, zadaniami przyjęcia i utrzymania uchodźców wojennych bezpośrednie zagrożenie stabilności gospodarczej i społecznej państw UE graniczących z Rosją, Białorusią lub Ukrainą, a zarazem, poprzez zagrożenie spójności UE, mogą trwale pozbawić ją zdolności do wypełniana jej traktatowych zadań. Długotrwałe finansowanie i popieranie dyktatury w Rosji przez państwa UE, w szczególności przez Niemcy, czynią koniecznym dla zachowania norm spójności UE podjęcie finansowania i popierania przez UE utworzenia i utrzymywania w państwach członkowskich UE graniczących z Rosją, Białorusią lub Ukrainą ochotniczych jednostek wojskowych gotowych do odpierania standardowych i niestandardowych aktów agresji przeciwko cywilom, obywatelom UE oraz uchodźcom przebywającym na terytorium UE, a także do organizowania pobytu oraz transportu dla wielkich grup uchodźców. Działania humanitarne i obrona cywilna stają się w wojnie ważniejsze niż działania frontowe, gdy wojna przestaje mieć charakter frontowy. Potrzebne są regulacje prawne i wyposażenie techniczne oraz środki do utrzymania i szkolenia jednostek wojskowych formowanych oraz kierowanych całkowicie przez jednostki samorządu terytorialnego, niezależnych od rządowych sił zbrojnych, aby chronić UE i wykluczyć wykorzystanie zasobów UE do zmiany rozkładu potencjału politycznego i wojskowego w Europie lub ich wykorzystanie w inny sposób sprzeczny z celami UE.

"Considering the military inactivity of the European Union (EU) and of the North Atlantic Treaty Organization (NATO) member states towards the war fought by Russia against Ukraine, we postulate the preparation of effective means for a common European democratic defence that should immediately include: (1) The prohibition of any economic relations between the EU and NATO member states and Russia until the end of the war against Ukraine and the end of the dictatorship in Russia. (2) The formation of the territorial army subordinated completely to the units of territorial self-governance in the EU member states bordering with Russia, Belarus or Ukraine, and funding the territorial army by the EU to protect the UE citizens and refugees within the EU borders. / W sytuacji wojskowej bierności państw Unii Europejskiej (UE) i Organizacji Traktatu Północnoatlantyckiego (NATO) wobec wojny prowadzonej przez Rosję przeciwko Ukrainie postulujemy przygotowanie skutecznych środków wspólnej europejskiej obrony demokratycznej, którymi powinny stać się niezwłocznie: (1) Zakaz wszelkich stosunków gospodarczych między państwami UE oraz NATO a Rosją do czasu zakończenia wojny przeciwko Ukrainie oraz dyktatury w Rosji.
